WETHERSFIELD PARISH COUNCIL

REPRESENTING WETHERSFIELD, BLACKMORE END & BEAZLEY END

 

Members of the Council are hereby summoned to attend a meeting to be held at Wethersfield Village Hall on Wednesday, 12th of January 2022 commencing at 7:30pm for the purpose of transacting the following business:

 

The meeting will be open to the public unless the Council directs otherwise.

 

AGENDA

1. Apologies for Absence.

 

2. To receive member’s declarations of interest and dispensations in items on the agenda.

Dispensations should be requested from the Clerk up to the day before the meeting.

 

3. Minutes: Acceptance of the minutes from the Parish Council Meeting held on 5^th of January 2022.

 

4. Public participation session with respect to items on the agenda and other matters that are of mutual interest or local concern: A maximum of 15 minutes shall be allowed for public question time, and it is requested each member of the public speak for a maximum of 3 minutes.

 

5. Report from the Clerk: An update on matters arising from the last meeting together with any correspondence received. (Appendix I).

 

6. To receive a report from the District and/or County Councillor.

 

7. Planning: To consider and make comments to Braintree District Council on the following application/s:

 

21/02959/HH – Lealands Farmhouse Lower Green Road Blackmore End

Removal of external cement rendering and re-rendering with lime mortar. Internal refurbishments, Kitchen and bathroom refits, Repairs to the all chimneys and installation of chimney flues

 

21/03440/TPOCON – Hillside High Street Wethersfield

Notice of intent to carry out works to tree in a Conservation Area – Cut down 1 Leylandii

 

21/03363/HH – Brands Cottage Hudsons Hill Wethersfield

Erection of storage building ancillary to dwelling.

 

21/03496/TPOCON – The Gables Silver Street Wethersfield

Notice of intent to carry out works to tree in a Conservation Area – Liriodendron (Tulip Tree) adjacent to rear of property. Cut to ground level. Tree is in close proximity to the building and oil tank ( approx 3 metres) Tree is currently in excess of 25 metres tall with a spread approx 15 metres. This species has the potential to reach twice these figures. The tree provides excessive shading to the garden and the leaf fall blocks guttering and soakaway. The form of the tree provides little opportunity to thin or reduce the canopy in a sympathetic way. To be replaced with a smaller, slower growing native specimen.

Conversion of first-floor of existing agricultural building to create 1no. dwelling for a rural worker.

10. To set the precept levy for 22/23.
11. To agree the earmarked reserves.
12. To appoint an internal auditor.

 

9. Wethersfield Club Lease: To agree to issue a letter confirming the lease will be extended.

 

10. Wethersfield Airbase Scrutiny Group: To receive the minutes and an update.

 

11. Signage: To agree to purchase 10 footpath signs at a cost of £94.66 plus VAT.

 

12. Neighbourhood Plan: To receive an update.

 

13. Pesticide Licence: To discuss options.

 

14. Committee Membership: To appoint members to the following Committees:

16. Wethersfield Airbase Scrutiny Committee

 

15. Councillor Roles: To identify roles required in the Council to be allocated at a future meeting.

 

16. Items from Councillors to be added to the next Agenda.

 

17. Next Parish Council Meeting: The next meeting of Wethersfield Parish Council will be held at Blackmore End Village Hall on Wednesday, 9th of February 2022 commencing at 7.30pm.
